On appeal, the Grand Chamber of the European Court of Human Rights ruled 13-4 in the case "D.H. and Others v. Czech Republic" that the city of Ostrava did violate the European Convention on Human Rights (ECHR) by placing a disproportionate number of Roma children in "special schools" for the learning impaired.
